DUMAGUETE CITY – The Intellectual Property Office of the Philippines (IPOPHL) has launched its fourth satellite office in the Visayas, as the region has shown strong momentum in the use of the intellectual property system.

Seeing the active use of businesses and individuals in using intellectual property in Visayas, particularly in Central Visayas, IPOPHL has launched the Intellectual Property Satellite Office (IPSO) in Dumaguete on May 23 to widen its reach in the region.

“This is in line with IPOPHL’s objective to reach out to communities and bring our services, in cluding direct assistance in the filing and completion of IP applications, and mainstreaming IP into DTI’s SME-geared workshops, closer to the provinces. With this move of establishing more satellite offices, hopefully knowledge and awareness of intellectual property protection may spread with it, and further stimulate the vibrant growth of business in the countryside. Our goal for the year is to have 15 IPSOs servicing the public nationwide,” Director General Josephine R. Santiago said.

Realising the prevalent use of intellectual property in his locale, Cong. Manuel T. Sagarbarria, Representative of the 2nd District of Negros Oriental, initiated and supported the establishment of the Dumaguete IPSO.

The Dumaguete IPSO will be IPOPHL’s twelfth office, and the fourth in Visayas area. The other offices in the network are Cebu, Davao, Baguio, Pampanga, Legazpi, General Santos, Iloilo, Cagayan de Oro, Tuguegarao, Tacloban, and the head office in NCR.

Each of the IPSOs covers a wide territorial scope, extending IPOPHL services to the whole region where it is situated. These are housed in DTI offices.

The IP Satellite offices, aside from receiving IP applications, also provide technical and advisory services to IP users and generators in the regions. IPSOs work in close partnership with DTI to mainstream IP in the latter’s services to clients – including capacitybuilding trainings, the SME mentorship program (Kapatid Mentor ME) and its rolling SME servicecaravans called the SME Roving Academy – to further widen its scope.

Total IP filings in areas outside Metro Manila amounted to 3,439 in 2017. The three existing IPSOs in Visayas – in Iloilo, Cebu, and Tacloban, covering Region 6, 7, and 8 respectively – contributed 1,141 of the total.

According to data from the Intellectual Property Field Operations Unit, IPSO Cebu which covers the area of the Central Visayas Region, has topped the number of intellectual property filings outside of Metro Manila in 2017, with 640 filings.

The IPSO in Cebu was the first satellite office to be opened by IPOPHL, launched in 2008.

The Intellectual Property Field Operations Unit, which centrally handles IPSOs, promotes the use of intellectual property as a strategic business tool in the countryside.
