City admits yet tolerates problem employees. Why?

The City Human Resource Office under Dinno Depositario confirmed that there is a number of city  problem employees who are ineffective but they need not be dismissed. Instead, they will be given the chance to shape up. Those whose skills do not match their job requirement will be assisted in looking for the right assignment.

The city human resource officer explained that eligibility is important in government service. Those who have been working for the city for 20 years or more but continue to be employed as job order or casual are encouraged to take the civil service eligibility exam or board exam. Depositario said proper procedures have to be followed before one can become a regular employee.
