According to The New Oxford Dictionary of English, “pork barrel” refers to the use of government funds for projects designed to please voters or legislators and win votes. Therefore a pork barrel is an appropriation given to elected officials who are given the power to disburse the same for their so called projects. It is now called by Congress as a Priority Development Assistance Fund. Of course in reality this is a source of funds for the Senators and Congressmen.
No wonder Senators and Congressmen are very wealthy in spite of small salary. This has become a source of corruption for members of Congress, except for a few who really use it for legitimate projects without kickbacks. But, are there public works without kickbacks?
The problem is that the Supreme Court has sustained the constitutionality of “PORK BARREL”.
Technically it is legal. But it is a source of corruption for corrupt Senators and Congressmen. Imagine each Senator is allocated 200 million pesos as “Pork Barrel”, labeled as PDAF. Each member of the House of Representatives has 70 million pesos each.
Senators Ramon “Bong” Revilla, Jr., Ferdinand Marcos, Jr., Jinggoy Estrada, Juan Ponce Enrile, and Gringo Honasan allegedly received 60% of their “pork” in the form of commissions. Sixty Percent of 200 million pesos is 120 million pesos, for each of these senators who availed of this scam. This is considered plunder, under the law and punishable with death penalty.
If a poor man steals a loaf of bread because he is hungry, he goes to jail. But if a rich man steals BILLIONS OF PESOS OF TAXPAYERS’ MONEY, THEY ARE ADDRESSED AS Honorable Members of Congress.
Verily, I say unto you. A theft runs away after stealing, but an Honorable Member of Congress, after stealing does not run away but run for re-election and wins the election because he can afford to buy votes. After stealing his pork barrel, he does not run away but becomes Honorable Members of Congress who has plan to become President of the Republic.
