Invoking the constitutional “right to life,” Vice-
Mayor Alan Gel Cordova, Councilors Manuel
Arbon and Joe Kenneth Arbas, all lawyers, joined
by Councilor Antonio Remollo will seek to derail the implementation
of the mandatory use of helmets inside
Arbas said that the right to
life includes freedom among individuals
to determine when to
protect or not protect oneself.
Cordova and company are set
to file this week a declaratory
relief with prayer for preliminary
injunction before the
Regional Trial Court arguing
that mandatory use of helmets
within the city limits of narrow streets is unsound and impractical.
However, medical practitioners
observed that the main
reason for a high rate of mortality
among victims of accidents
is caused by head injuries.
The Regional Land Transportation
Office and Dumaguete
LTO will impose the mandatory
use of helmets by the end of
July while LTO Bais announced
it will enforce the controversial
law in August.
