PROTESTS in Bais & Tanjay Ist district
Canvassing was stopped in Bais City while proclamation of Josy Limkaichong in the first congressional district was held in abeyance following pre-proclamation protests filed by their respective protagonists.

In the first district, the Paras camp was able to get a Joint Resolution from the Comelec 2nd division in Manila which ruled that Josy Limkaichong is a Chinese citizen and that the Court of Appeals was yet set to make a final ruling. But the Josy camp was set to secure a Temporary Restraining Order to stay that resolution and proceed with the proclamation.
The camp of winner-apparent Joselyn Limkaichong for the first congressional district are petitioning for the issuance of a Temporary Restraining Order (TR0) for the provincial board of canvassers to lift the suspension of the proclamation of Limkaichong as the winner in the first district for the following reasons:
That the Comelec has no jurisdiction over the matter of deciding the citizenship of Limkaichong since such issue is under the regional Trial Court, in fact now under the Court of Appeals; That the proclamation of Limkaichong is urgent considering that after June 30, the new congresswoman has to assume with his team mates in order to prevent a hiatus, meaning a void, a vacancy that should rightfully be given to her as winner; That the Paras camp did not dispute the winning of Limkaichong in the first district, but simply took issue on her citizenship. MEANWHILE, petitioners Nap Camero and Renald F. Villando, took issue on the citizenship saying that it is now pending in the courts. They allege that Josy is a Chinese citizen to date because of certain substantial and procedural defects in the naturalization proceedings of Josy’s father, Julio Ong Sy, which prevented him from acquiring Filipino citizenship.
Since Julio Ong Sy never attained Philippine citizenship, the petitioners contend that the citizenship, which he transmitted to his children was Chinese and not Filipino citizenship.
They added that lacking in the participation of the office of the Solicitor General who is an indispensable party being the counsel for government in the naturalization proceedings, render the said proceedings null and void, hence no rights could arise from something illegal.
Camero and Co., allege that only after the citizenship issue is resolved in court can the winner rightfully claim the position.
BAIS PROTEST.
The pre-proclamation protestors under Boy Villanueva claim that the election watchers and teachers were biased and were under threat if they commit acts of disloyalty to the administration. They also claimed alleged irregularities in the transport and review of the barangay returns. With only 10% votes being accounted for, the canvassing was suspended until the Court decides on the issues. They also are pursuing an Ombudsman case against incumbent Mayor Hector Villanueva in relation the recent ambush along Bais highway.
All these allegations were denied by Mayor Villanueva saying that these are the usual damage control and demolition jobs of his opponents in politics.
