Even
the blind can now see
through the Computer . . . .
The launching by the World Bank Knowledge Development Center and
Silliman University of the technology to enable the blind to access
the computer and the cybernet, has given a boost to the disabled
community in this part of the country.
The blind Dumaguetenos have gone a long wasy since Tony Llanes,
ATRIEV president, bridged the pportunity gap between the sighted
and the blind.
The SU KDC Center headed by Ms Gemma Plasabas has launched last
week the program ATRIEV which enables the sight impaired to do
computer training classes for FREE at Silliman’s KDC center.
It is called the adoptive technology for rehabilitation, integration
and empowerment of the visually impaired. The launching was graced
by Leonora Gonzales, external relations officer of the World Bank
Manila and Katrina Segundo VP Pinoyka. The president of the local
blind association is Romy Tenorio.

Boundary dispute bet Bais-Mabinay unresolved
MABINAY, Negros Oriental- Members of the town council here has
called on the
provincial legislators to resolve the long decade boundary dispute
between this town and that of Bais City.
The call was made after the Bais City government is constructing
an auction market
structures in the disputed Campanun-an.
Vice Mayor Ernie “Dyango” Uy said that town’s
Sangguniang Bayan had passed a resolution requesting the Sangguniang
Panglalawigan to resolve the boundary issues an for Bais City
to temporarily suspend the implementationof the proposed projects
in the contested area until the conflict is resolved by the provincial
legislative body.
Under Section 118 of Republic Act 7160 otherwise known as the
Local government Code, requires the Sangguniang Panglalawigan
to resolve boundary issues involving a component cityand a municipality.
Vice Mayor Uy pointed out that the disputed Brgy. Campanun-an
is formerly a part of Bais City and by the enactment of Republic
Act 2496, the same was annexed to this town. The town’s
legislature resolution also reminded its counterparts in Bais
City that during the incumbency of this town’s Mayor rutilo
Cabusog, there was a joint session on August 31, 1990 with the
city officials of Bais at the provincial capitol in Dumaguete
City. During that joint session, an agreement was arrived by both
parties declaring a status quo at the area pending request at
Congress to settle the boundary dispute who has jurisdiction at
that time.
Mayor Enozario Baldoza also joined his legislator’s clamor
by affixing his signature
to the resolution.
All Go for MILO Nat’l. Marathon
The 30th National Milo Marathon in Dumaguete is in its final preparations
for the provincial elimination’s slated this February 19,
2006. The race is divided into three (3) categories, namely: 3
Km KIDDIERUN, 5 Km. FUN RUN and the 21 Km MARATHON.
The 3 km Kiddie Run is open to children who are 12 years old and
below on the
race day. A non-refundable entry fee of P30.00 plus one (1) Milo
entry pack (minimum of 300 grams) and duly accomplished and Official
Entry Form are needed for the registration. There are age groups
for this category:
6 to 9 years old, and 10 to 12years old. Children are required
to have their entry form signed by a parent/guardian together
with a photocopy of their birth certificate. The prizes for the
3-K Kiddie Run are as follows: Champion – 1,500 + Trophy,
2nd – P1,000 + trophy, 3rd – P500 + Trophy, 4th –
P250 + medal, and 5th-10th place – P150 + medal. The 5km.
Fun Run is open to everybody. A non-refundable entry fee of P40.00
plus one (1) Milo empty pack (minimum of 300 grams) and duly accomplished
and Official Entry Form are needed for the registration. The prizes
for the 5-K Fun Run are as follows: Champion – P2,500 +
Trophy, 2nd – P1,500 + trophy, 3rd – P1,000 + Trophy,
4th – P500 + medal, and 5th-10th place – P250 + medal.

Oplan D-Day won’t succeed, opposition still leaderless
In all past presidential transitions, there was always a leader
ready to take over.
Today, all the opposition howls is the removal of the incumbent
president, but until
today, they are still without any leader, and worse, they do not
have an alternative solution to present problems. That is why,
people have no hope with their brand of posturing.

Sibulan to regulate internet
Cyber technology is starting to proliferate in Sibulan.
Time for the Sanggunian to regulate the use of internet service
which could yet be another vital industry.
The local government here headed by Mayor Antonio Renacia is bent
on regulating the operation of internet business so as to protect
this town’s morals and the future
of the children.
The mayor said that this is done in the light of the fast growing
internet business in
the town and that has not been regulated fro quiet sometime The
mayor said that he
pushes regulating the business because there has been growing
concerns regarding
the use of the internet café, particularly in the opening
and viewing of pornographic web sites especially by minors and
pedophiles.
“These pornographic websites greatly contribute to loss
of Christian values, moral
degradation and other negative influence inimical to the total
growth and development of our future leaders, the minors”
Mayor Renacia stressed.
Vice Mayor Antonio Paalan however admitted that on the proliferation
of the pornographic websites in the internet system, nothing can
be done to curb or prevent it in as much as these are integral
part of modern communication technology
innovations.
The vice mayor being the town council’s presiding officer
however emphasized that I spite of the limitations, the legislative
body has also the social and moral responsibility to forimulate
regulatory measures as a local response to address
the growing global issue.

Commissioner
Weilhelm Soriano and RD Alejandro Alonzo (right) sought community
linkages in the human rights advocacy which could lead to eradication
of extreme poverty and hunger. They spoke Friday to promote gender
equality, and reducing child mortality which is caused by parental
or community neglect, thus a violation of human rights. When human
rights are respected, only then can the nation have real freedom
in its true sense.

Only
four towns
have sanitary landfills
For failure to operate sanitary landfills, 21 out of the
25 city and town mayors may be facing administrative charges
as mandated by RAS 9003 otherwise known as the Ecological
Solid Waste
Management Act. But such project is difficult to establish
and comply considering the ecological and economic conditions
of most LGUs.
According to the DENR such sanitary landfill is one which
is highly developed, employing facilities and equipment
that effectively disposes the garbage, such as separating
the solid from liquid wastes, and treating them in
such a way that it will not adversely affect the environment.
So far, only the cities of Bais, Canlaon and Bayawan and
the town of San Jose which were not issued the order have
complied or are complying with the provisions of RA 9003.
Thos that have yet to establish those mandated landfills
are the Cities of Dumaguete and Tanjay, the towns of Basay,
Sta. Catalina, Siaton, Zamboanguita, Dauin, Bacong, Valencia,
Sibulan, Amlan, Pamplona, Mabinay, Manjuyod, Bindoy, Ayungon,
Tayasan, Jimalalud, La Libertad, Guihulngan and Vallehermoso.

Court
orders payment
to Health workers
RTC Judge Araceli Alafriz ordered City Mayor Agustin Perdices
and the City Council to pay city health workers their
subsistence and laundry allowances starting March 2002.
That was the result of the special civil action , mandamus
and damages case filed by them against the city government
leaders. The Court said they are covered by RA 7305 or
the Magna Carta for Health Workers. The good judge clarifieid
that those appointments in local government units whether
permanent, temporary or casual
must be approved by the Civil Service Commission and that,
since they were already employed, the health workers were
presumed to have met the qualification standards.
