Hundreds of students, faculty and friends of the city’s premier educational institution Silliman University once again last Friday braved the streets of Dumaguete, and reiterated their long-time call in unison with the community for our law enforcers, particularly the Philippine National Police to solve the latest among the many unsolved extrajudicial killings that happened in Dumaguete city during the last 365 days.
In fact this paper has placed the unsolved Dumaguete extrajudicial killings as among the TEN TOP STORIES of the year indicating the community’s urgent concern for solutions.
The latest victim of another extrajudicial murder is 19-yr old Jayfel Rayoso, mass com student, son of an OFW mother who works in Spain, coming home Friday only to mourn the remains of her murdered son.
The police is both wrong and right.
Wrong because they have not successfully created the atmosphere of “fear of the law” among would-be murderers who are just lurking bravely in the dark, as if knowing that the police is inutile once they strike as proven in those many unsolved extrajudicial killings. Why is this happening in Dumaguete? Probably the criminals are not afraid of the police, nor the law. Why? Can the mayor who recommended the appointment of our chief of police answer that?
The PNP is right, because as Chief Cop Col. Cabanag says, the three elements of crime are there, the desire to commit, the opportunity to commit and the actual commission.
The desire is always present, but not just the police but the entire community has to help STOP the opportunity to commit the crime. How? By constantly fixing once there is as broken window, and not leave one crime after another unsolved.
VOTE THEN FOR THE MAYOR who can stop, discourage, and prevent extra judicial killings through sound preventive policies, not just with pa-pogi-pogi slogans and rhetorics. Better choose right, people. We do not have the luxury of another failed thee years.
We have four to choose from: Chiquiting Sagarbarria, Woodrow Maquiling, Arturo Umbac, or Junny Dumalag. Who among them is the most capable to curb criminality in the city? Be sure to make not just the WISE, but ….the RIGHT choice.
We cannot afford to go wrong, (again!) this time around!

If the victims of these killings are drug pushers, users, druglords, thieves, corrupt govt officials, abusive police/military, useless govt officials, I would be extremely happy, I would walk on my knees from the church door entrance up to the altar.
Whatever you think about these 4 mayoralty candidates but to me they are all duds! Let me explain why?
First, if we go by the record, Sagarbarria himself is admittedly a wealthy and successful businessman. However, being a success in one venture does not translate that you will also make good in a different venture, like in the world of real politics, that of becoming the mayor.
This man is intent of extending his business fortunes to the city hall but he seems to forget that public service is different from conducting a private business. He has been a public figure for many years but I have yet hear from him what he envision our city will be in the near future. He lacks the vital trait of a leader, that of having a vision for our city in the future.
This is important since the outgoing mayor Perdices, apparently lacks this important quality, a visionary leader. This is the reason why we ended up only with concrete roads and nothing more. This because Perdices in his small political mind thought that cementing city roads was all he can think of about progress and nothing more. Ironically, the old guy considers this as economic progress and excellent public service. What a dud!
As for Maquiling, this man has been with Perdices all these years and yet he has not matured politically enough to know what is the real meaning of an elected public official. He does not know what is public accountability. This is displayed on the way he handled his known bailiwick, the public market. He left this place untouched that the city as a result is incurring huge tax deficits.
In fact, there is no other person to blame for this mess but Maquiling himself. He should be man enough to know that he is partly responsible why the city is unable to increase and collect the taxes in his bailiwick. What more will he be doing if he will become our mayor?
Well, as to Mr. Umbac, this man is an anomaly. He seems not satisfied with just taking our hard earned money for paying those onerous electricity bills with all those questionable charges, now he wants to become our mayor. I don’t know if he is playing a joke on us or not but I have had enough of him.
His being an official of this electric company could have helped the public clarify why we are paying these questionable charges but he never gave us any sensible answer. What we got instead are disconnection notices and dire warnings!
He is a big company man and will always take the side of whoever pays him the big money. Is this the man you want to be the mayor? A man who does not know the meaning of public service?
And last on the list is Dumalag. Even if this man is the only person on the list, he will never get my vote. He might be good basketball coach once but he will never be good mayor. He seems to lack all the necessary criteria for a person to fill this position. He does not have any political sense nor the intellect to become a mayor. He might be good in the quarrying business but for him to lead our city, I don’t think that he is qualified.
That left us no choice but as what they would say, pick the best of these discards and damn the whole city for making him the man.
If we survived with Perdices who did nothing, we know that we can survive another 3 years from another incompetent gunning for the mayoralty post!
given that the choices are limited, and there is no way that arnel can be added as a mayoralty candidate, who do you think is a better option than those duds?
the people has to select from these duds! any opinion from arnel who wrote a good treatise?
am pretty sure that the next mayor can not stop extra judicial killings! even the next president can’t!
without the people cooperating and without the necessary protection to squealers and real witnesses to crimes committed, there is no way to stop the extra judicial killings!
sometimes, especially to the victims of those extra judicially killed, the EJK is the last resort due to the delayed resolution of cases! delayed because of all the legal remedies and delaying tactics employed! EJK also happens because of the non-reformation of the culprits while in jail!
